Problems with packaging of dstooltk (policy/libs).

Hi all, I sent an ITA wrt to dstooltk and dstooltk-doc to wnpp. I'm not (yet) a Debian developer (but maybe someone is willing to sponsor me?), but have been a user since '97 and use dstool for my research; that's why I didn't want to have it orphaned. There are basically two versions of dstool:
