Would it be more appropriate to use a Suggests:, Reccommends:, or
Depends: relationship on this package?
Existing packages don't seem to have any consensus:

I'd like to package up w3.el, but I sense there is more to doing an
elisp package than deb-make, debuild. Could some kind people give me
pointers?
