I suppose you're using fakeroot ... you shouldn't any
The upstream maintainers of PostgreSQL have changed certain files to
permissions 0555, which is contrary to Debian policy.
I put commands in debian/rules to fix this, but somehow that isn't reflected
in the .deb files.
Here's an extract from the build output; commands are in the rules file.
