I'm following the maintainer guide, I came across some commands such as
dch, dh_make, ..etc, but they not accessible for me. That's why I asked
about sudo.

No. Only Debian Developers are permitted to upload .deb files. Alioth
is hosting git.debian.org. Please read the Debian Med policy how to
push git repositories of your packaging
