(semi-)automatic unclaim of packages with more than 2 weeks of inactivity (and missing DLAs on www.do)

hi, No one claimed more than 4 packages. Utkarsh claimed 4 packages, but having mrxvt, rxvt and uxvt-unicode claimed by different people wouldn't make very much sense, so no problem there. Following packages were unclaimed for LTS: -php-phpseclib (Abhijith PA) -phpseclib (Abhijith PA) -ruby
