which is because gnome maintainers did inflate depends on gdm3 last
minute, updated
this was already fixed in git by chals a few days ago (see debian-next),

Hi Daniel,
Thank you for your effort.
Adding the debug parameter makes the boot halt right after the kernel is
loaded.
Adding debug and removing the persistence-encryption=luks parameter,
everything boots with an extensive boot log.
