If a net image is built, then currently
/usr/share/live/build/scripts/build/lb_chroot_hacks forces
chroot/etc/initramfs-tools/initramfs.conf to contain:
MODULES=netboot
BOOT=nfs
NFSROOT=auto
if it did not already have MODULES=netboot in it
