Live system's /etc/inittab

How is live system's /etc/inittab created? The file is different than chroot/etc/inittab. Actually it is different than any inittab file on my computer. Specifically, all inittab files on my computer have: T0:23:respawn:/sbin/getty -L ttyS0 9600 vt100 The file on the live system has: T0:2
