Is the test server an sshd inside Docker?
NO, it's a vm on cloud, not a Docker.
It is. I confirmed that just now by replacing the call to 'man' with
'/bin/sh -c "echo $LC_ALL"'. The output was C.UTF-8.
In your personal test environment, Docker's $LC_ALL is no problem.
