the usage restrictions as most people think that THIS restriction is ok.

the GPL
whereas your contribution to a project is automatically set under the
GPL. Why not doing the same for the list archive. Its a contribution
to the Debian Project and IMHO we should treat it the same.

in Par.9 - It says "distributed along" which KDE + QT2 would also
be.
IMHO the "distributed along" term does not clear the tightness/intense
of the coupling (As none of the Programs debian distributes is unrelated
to others - The relation COULD be the same medium)
