As far as I know, since udev 0.079-080+1 (not sure which version is in
testing/etc) hotplug is obsoleted and should be purged. See
/usr

I have an English keyboard with a Spanish layout.
I did it with kbdconfig (packageis to look for are kbd and kbd-data).
