There's a pretty good chance that the chip is soldered onto the
motherboard. Have you opened up the laptop to check if the video
controller is removable?

They sometimes liquidate Dell equipment. You might have to call them
directly as I don't think I've ever seen specific laptop parts on the site
other than things like power adapters and such. Or they might have a dead
3800 they could sell you cheap.
