Just a status update: Neither the tecra, safe, or tecra-safe act any
differently, and the 'floppy=thinkpad' option doesn't help either.
I'mprobably just going to compile my own zImage. Thanks for the help.

Have you tried the scsi-kernel image? This works for my 385XD which
should be similar. (I don't have scsi either, but it works only with
that image.)

Have you tried the following boot prompt
floppy=thinkpad
I don't know if that works on your 380, but it works find on my TP
360PE.
