In answer to your question: I do not know. I know that the first CD is
necessary for a base system, and the rest tend to have packages placed
by popularity. So, the first three or four is a reasonably good guess.
OTOH, I was trying to find a reference to the netless upgrade route for

I prefer getting the isos because at home I am short of bandwidth. On
the other habd I can download more on another place, say using torrent
or something like this. Just need to know how many of the first CDs I
need for a workstation, not very limited.

relatively cheap. Unfortunatelly I cannot find him now and ask where
did he get this from. He actually mentioned a price about $10-$15 with
delivery which is almost incredible for 14 CDs.

You probably do not want to run woody with a 2.6 kernel. There are
several system components that need to be updated (such as the module
loader) that I do not believe were back-ported into woody (Hey Guys --
