Make sure your mouse under X is whatever mouse-type you tell gpm to
repeat as. Does your mouse work in console mode (no X)? If not, get
it to work there first using gpmconfig.
Then once it works in console mode, run XF86Setup and tell it that
your mouse is whatever your repeater is. I think the

Try stopping gpm, and restarting X. If that doesn't help, your mouse
settings are wrong.
