This title is what i get in boot.log when i try to start powernowd.
However, i think i have the sysfs since:
FR-PORT:~# mount | grep sysfs
sysfs on /sys type sysfs (rw)
FR-PORT:/boot# grep SYSFS config-2.6.15
CONFIG_SYSFS=y
FR-PORT:/boot# grep FREQ config-2.6.15
CONFIG_CPU_FREQ=y
CO

I have the same laptop with the same card and it is running ok using

I think this is just the way it is. I have i830M with direct rendering, KDE
and when I do anything with windows the CPU runs like mad.
It must be bad implementation of wm or something else.
