I'm trying a build on a buster machine and cannot reproduce the issue,
but I have changed the locale in /turkish/.wmlrc to tr_TR.UTF-8 anyway,
since it seems it causes no problem, and the rest of languages also use
xx_XX.UTF-8 locales.

To avoid such errors you need to make the english folder first, I think
make -j1 -C english STRICT_ERROR_CHECKS=1 USE_SAMPLE_FILES=1
and then
make -j1 -C turkish STRICT_ERROR_CHECKS=1 USE_SAMPLE_FILES=1
I cannot reproduce the error in Stretch, the error happens only in Buster.
