The module-init-tools maintainer, Marco d'Itri, had a new solution:
Adding "install foo /bin/true" to /etc/modprobe.conf or
/etc/modprobe.d/*
This works for me, even without configuring hotplug separately.

He taught me to set an alias to some nonexistent device. An ugly hack,
but it worked.
