'blacklist hostap' alone didn't do it
I added:
blacklist hostap
blacklist hostap_cs
to /etc/modprobe.d/blacklist, and that seems to work.

You can blacklist the hostap driver by creating a file containing a line
blacklist hostap
in /etc/modprobe.d/ directory. Please post a followup to the bug if that
does not take care of your problems.
