It has been solved. After updating Bookworm's kernel to v.6.
The problem persists on iproute2 version 6.0.0-1

IPv6 disabled
My case,
- On first run ss crashes.
- On second run, ss goes to D or D+ state (Uninterruptible Sleep)
I found the reason why this crash occurs, when IPv6 is disabled.
A fix would be appreciated.
