In case that makes any difference, the bug mentioned in linux image 4.13 is
also present in the 4.14 linux image available at experimental repos :

Booting with the previous linux image 4.7.5.1 and after setting firmware
swtich fwlps to off , seems that established a rigid connection.
Maybe the new kernel 4.7.6.1 is more "sensitive" on the FW flags, since i

Hibernation does not work.
Laptop starts to hibernate, but fails and reboots after some time.
May be related to #833009.
Note: I booteed last working kernel.

Seems this is not a bug, but a change in HTB default behavior.
For me issuing:
echo 1 >/sys/module/sch_htb/parameters/htb_rate_est
and then reloading qdisc rules solved the issue.
