I have here a similar problem here. powernow-k8 is working fine, if I'm
not using the xen-system.
With the xen system I get the following error messages and I can not
control the frequency:
$ dmesg |grep -i unknow

Package: linux-image-2.6.12-1-sparc64-smp
Version: 2.6.12-2
and it boots fine with my sparc station :-D
I think this bug is fixed in the unstable tree.
