I noticed the same issue.
I have a mount:

I'd also like to support this. The current firmware-amd-graphics is getting
close to being a year old. While of course the Stable branch won't get
up-to-date firmware as that's not the point of firmware, I don't see a
reason at least sid or an experimental branch shouldn't be kept more
up-to-date.

sorry for not sending a reply. I completely forgot this bug report.
Fortunately it appears to be still open.
I ran into this problem again just a few minutes ago on running apt upgrade.
Several services were restarted in parallel, using "needrestart".

I've finished bisecting and the version that seems to introduce the
breakage is 6.1.83.
I tested the following upstream kernels:
- linux 6.1.80 => OK
- linux 6.1.82 => OK
- linux 6.1.83 => BUG
- linux 6.1.85 => BUG
- linux 6.1.87 => BUG
