Dear Maintainer,
When a new virtual machine is created using Debian Cloud image
(debian-10-openstack-amd64.qcow2) it ships with linux-image-cloud-amd64.
On the one hand, this looks nice as it deactivates many useless kernel modules,

While using the new kernel with the mentioned workaround (i.e. enabling
the graphics card manually before suspending), I've noticed something
that might help to understand this issue better:
