After upgrading from 4.19 to 5.0 (experimental) the scrollwheel is
slow. It takes about 20 steps to get the equivalent of a single step
from 4.19.

This bug seems identical to my Ubuntu Bug report:
https://bugs.launchpad.net/ubuntu/+source/linux-signed/+bug/1824687
In both cases there was a rewrite of "ipv6: frags: rewrite
ip6_expire_frag_queue()".
This is also mentioned in the Panic.
Might affect a lot of systems.
Please prioritize.
