Bug is fixed with 4.18.13

Bug#908632: linux-image-4.19.0-rc3-amd64-unsigned: kernel 4.19 fails to load amdgpu driver on R9 270X.

The problem persists on linux-image-4.19.0-rc6-amd64-unsigned and linux-image-4.19.0-rc7-amd64-unsigned. The workaround mentioned above still fixes the problem on my end.
