Bug #783620 involves several machines with root on xfs being upgraded
from wheezy to jessie and then immediately rebooted. In some cases
the initramfs was apparently written to the journal but not committed
during the reboot. As GRUB doesn't replay the journal, it loaded
hooks/functions: Don't install fsck for a mountpoint with pass=0, and do
nothing if all mountpoints have pass=0
scripts/functions: Change _checkfs_once to fail quietly if fsck is missing
scripts/local: Only call _checkfs_once if pass!=0

Currently we silently fall back to klibc if BUSYBOX=y but we can't
find it. This can result in an unusable initramfs, so fail instead

Well this is not the same bug IMVHO, the try_failure_hooks is an other
mechanism where the system can try to automatically recover from a
failure. OTOH the panic hook is when something is really broken and
cannot be recovered.
