I've just cdreated a 2.6.12.2-1-k7 image from vanilla 2.6.12.2 sources
using kernel-package and the 2.6.11-1-k7 image configuration and this
bug is NOT occurring anymore

This is a known problem in current iptables implementations, the ABI is
different in 32bit and 64bit kernels and the userspace does not cope
with it.
AFAIK there is no fix planned for sarge.

This problem sounds very much like the one I have with my old HP
OmniBook 800CT.
However, for me 2.6.8 works while 2.6.9 does not. This is without any
changes made to the configuration. The /boot/config-... files only
differ in what changed names between the versions.

I need run in 32 bits mode.
iptables 1.2.11-10 works fine with kernel 2.6.8-2-k7-smp.
iptables 1.2.11-10 do not work with kernel-image-2.6-amd64-k8-smp.
I'm sure, I installed
kernel-image-2.6.8-11-amd64-k8-smp
