I'm tracking sarge with nightly upgrades. For the last few days
whenever I run apt-get upgrade, dpkg-preconfigure complains and dies.

Hello,
If i remember right, it had something to do with dpkg translations. It is
fixed in unstable and will probably be in sarge soon, as it is a major bug.
