on a german keyboard I have somehow lost my ALTGr capabilities which are
things like pipe and backslash etc. First I thaught it was related to XFree
but as I deem not to be able to switch to a US keyboard using that little
keyboard utility on the panel (no effect, still have those ÖÄÜ)
Here's an excerpt of my /etc/X11/XF86Config-4, everythings working fine with
it (admittedly with KDE 3.1.1):

probably, this is no problem of kde. have you tried to run xinit and type
within xterm? does the problem occur there? if so, you have to reconfigure x
and probably have to install and configure console-data..

I've have updated my sarge (I have the "old" but amazing kde 3.1 from
kl) to
nolden kde woody packages. Before I erased (purged) the kl packges, and then
with a update && upgrade through the right sourses.list (kde X11 Printing)I
had downloaded the last kde woody version ..
I had the same problem... I just made the symlinks in /usr/lib myself.
ln -s /usr/lib/libvorbisfile.so.0 /usr/lib/libvorbisfile.so
ln -s /usr/lib/libvorbisenc.so.0 /usr/lib/libvorbisenc.so
