I'm using (at least I'm trying to..) this apt source:

for kde binaries, apt-get update resolves that url but does not go on
downloading Packages informations. Is it dow at the moment?

Or you can just copy the debiandirs file out of kdelibs4-dev and add
this to your rules (if packaging):
-include debian/debiandirs
