I am using ktorrent 3.1.2 (Debian package) as well with KDE 3.5.9 and have no
issues. Torrents download normally and no crashes occur (none that I can
recall).
Did you try removing and reinstalling ktorrent using Synaptic?

From what I can see using Synaptic, the base KDE packages will be ready once
kdepim is done. I noticed that you have a few non debian-kde team packages
installed as well ( such as licq ).

I forgot to mention one thing previously: what version of udev is installed?
Up until a few releases ago, it created printer /dev/ entries with incorrect
permissions. I am not sure if the fixed version made it into sarge or not.
