I think by installing plasma-discover you should have tray notifications of
updates. At least I have.

this happened to me as well, but I solved it by upgrading to sid so I assumed
it was some incomplete migration into testing...

AFAIK, the next KDE package manager is adept, which you can already install in
squeeze (though i recommend aptitude).
