Plasma 5.23 is finally complete in testing

Hi all, it took a bit longer than planned, but all Plasma 5.23 packages have finally migrated to testing. All Plasma packages in testing can now be upgraded safely to 5.23.0. -- Med vänliga hälsningar Patrick Franz
