I've now discovered I can't refresh my personal IMAP either. It doesn't give
me the error about wallet access, but does auto-detect no authentication
methods.
It could be another red herring, but for the past several days apt has ended

It's probably not related, but I recently upgraded to the new version of
Akonadi in buster-proposed-updates, and I'm having some trouble with one of my
accounts.
When I look at the IMAP, it says 'Could not read the password: user rejected
wallet access'. So I've clicked Modify, typed in
also a backport of libkf5runner5 and libkf5plasma5 from sid seems working.
