this. You really probably want another line above it.
#!/bin/bash --login
exec startkde
Then make sure it is executable to have effect.

I already had 3.3.2-6.1, but I tried dpkg -i to reinstall both that and
kcontrol, but it had no effect - I am still unable to see any menus
inside kcontrol.
My problem was not related to the KDE
