There is so much variation in upstreams; the exact steps required depend
on the details of how the library is packaged in the first place.
This is a good example of how packaging Java libraries can become

MU the package. You can use use "dch --team" to bump the
version number in the changelog for team-maintained packages. (See the dch
manpage for more details.)

According to Policy [1], you should be able to call the target directly. I
believe you can simply call uscan in that target in order to make use of the
watch file, as in the example on the Ubuntu packaging guide wiki [2].
