There are two distinct sets of constraints here:
- the build constraints, which you have manually created,
- the runtime constraints, which are created during the build and
injected as part of the ${maven:Depends} substitution variable.
An easy solution would be to replace in your

If you look at the POM file for the parent project, you will notice
that is has its build section removed. This is due to the default
cleanup rules used when publishing your POM into the Debian Maven
repository. Those rules are similar
