Cougaar in Debian?

Does anybody knows whether Cougaar (http://www.cougaar.org) can be packaged into .deb? And does Cougaar Open Source Lincense (http://www.cougaar.org/documents/license.html) conform DFSG (http://www.debian.org/doc/debian-policy/ch-archive.html#s2.1.1)? BTW - what's going on with Blackdown J2SDK 1.4
