As far as I can see, getmail4 does not seem to use debconf at all.

Not only. The udebs leave some keymaps which are either considered
obsolete or not used at all, but are kept in console-data most often
for backward

I'm preparing the 8th successive NMU of shadow for adding or fixing
some translations. This time it will add a new Tagalog debconf
translation as well as a traditional Chinese programs translation.
