The failures in 3.4 and later are in fold_const, so the gen_lowpart problem is
now avoided by, well, ICEing earlier :)

This only works if you happen to use gcc 4.1.1 to compile the C program
you're dealing with, but my gcc thinks it's version 4.0.4:

We're not currently a release candidate and we likely won't be a
release candidate if we can't move to 4.1 due to all the fixes.
