impcvgen is to be ran on the host, so it should be using the host
compiler to compile both object and resultant executable.
Having a look, I'm just recycling $(COMPILE) here. This is probably
wrong, as $(ALL_COMPILERFLAGS) may be different to
$(BUILD_COMPILERFLAGS) - or least I can only assume th
