gcc false warning about static ident in inline function?

gcc in Sarge - searching in /usr/local/include & what related libs!?

Hello, I have a question about gcc behavior when searching includes & libs on Debian Sarge. Is it really needed to search for anything in /usr/local by default? I think, autoconf generated flags for gcc can handle searching in /usr/local on his own (Or not?) I am afraid, that behavior of gcc 3.3.5
