Was sambasync on by default at some time? I saw this too, but got
around it by disabling sambasync. samba is not prepared for this in
the default install yet.

I have never seen a linux box request a specific IP address after a reboot. That
is windows specific behaviour. I still beleive this should be considered a
client problem.
