dpkg's install-info has some bugs and limitations.
There were plans to switch to the GNU's texinfo after Sarge. Do you think
it can still be done?
I started thinking about what would involve such a transition:

The patch has been committed (it's quite big, so you won't receive the
notification for revision 338).
I tested it by building the package with and without and comparing the
content of the debian directory.

msgmerge is not necessary. msgcat will take care of merging the two PO
