Shouldn't this be changed from "securing-debian-howto" to

Today I played around with refcard in a sid chroot, and I found,
that the build chain does no longer use dblatex, but apparently
xmlroff.
This seems to be caused by the switch to debhelper mechanism in
debian/rules file
in version 10.0.
