Artur's example, though I suppose you are right saying that in principle it
could.
And I'll repeat, I would consider matching lowercase b,c,e and h by [A-Z]
under pl_PL collating order reasonable, thus correct,
so yes, this bug should be closed.

Another question is if the collating order for pl_PL placing lowercase letters
before corresponding uppercase letters is correct. I'm not sure.
Actually I'd do the opposite but it's not based on reading of any actual
standards.
