I think that making a small binary package with these makefiles and
build-depending on them would be reasonable if you're making these
packages for internal usage (I don't think the ftpmasters would like a
package with two makefiles...

to help triaging (Debian) bugs, of which one (arguably
the main) feature will be to facilitate forwarding bug reports upstream.
Maybe it would be interesting to expand a bit the concept and allow
using launchpad as a source of bugs if ubuntu people is interested...
