I have downloaded the 'debian-40r1-i386-netinst.iso' in my win machine, the
intention to create a boottable cd. I believe that there is an ISO burner
that I should use for this task, does anybody know the name of a program
that can do this?

I am sorry but Debian itself does not have the resources to send out
free cd media. The data may be freely downloaded however. Please see
this reference for more information.
