There are packaging problems.
all you need is at /usr/share/python-support/trac .
setuptools installs all on that dir.
Until this is resolved, 0.11 should not hit testing.

seeing http://packages.debian.org/libapache2-mod-python
libapache2-mod-python has python2.4 dependency for version >3.2.10-1
so, just add this to trac dependencies libapache2-mod-python(>=3.2.10-1)
| libapache2-mod-python2.4
and i think it will solve.
